    Jacob V. Skimin, 66, of 703
    Niagara St.. died yesterday (April
    4. 1957) at Mt. St. Mary's Hosjpital
    after a three-month illness.
    He was a well-known engineer
    here and was active in veterans and
    civic affairs.
    Born in 1891 at North Pelham.
    Ont., he was the son of Mr. and
    Mrs. William Skimin. Moving with
    his family to the city in 1900. he
    attended Fifth Street School and
    Niagara Falls High School.
    In 1933. he began employment
    with the city as a pump man at
    the Filter Plant. From 1939 to
    1945, Mr. Skimin was supervisor
    of construction in the Engineering
    Department. In late 1946. he was
    appointed director of Air Pollution
    Control Department, holding this
    position until 1949. He was the
    city's first APC director.
    In that year, Mr. Skimin became
    clerk of the works for the
    Board of Education.
    From 1950 to 1954. he was
    school engineer responsible for the
    planning and design of school
    projects. After April 1954, he
    was employed by Cannon, Thiele,
    Betz & Cannon, architects as a
    construction supervisor.
    He held this position until November
    1956 when he was employed
    by Jacob Fruchtbaum of Buffalo,
    consulting engineers, as clerk
    of the works.
    Active in city activities, he became
    a member of the Alvas semipro
    baseball team in 1910 staying
    with it for two years. Mr. Skimin
    was a World War I naval veteran.
    In 1925, he was the commander
    of John J." Welch, Post 381, of the
    American Legion, was instrumental
    in bringing to the city in 1926 the
    first New York State Department
    convention of the Legion. .
    From 1938 to 1947. he was a
    member of the general committee
    of the International Magna Carta
    celebration. In 1945, he was
    named commander of Disabled
    American Veterans, Chapter No.
    12, and was a member up to the
    time of his death.
    He became Niagara County commander
    of the American Legion in
    1947.
    Mr. Skimin was one of the
    founders of Civil Defense here in
    1947. He was a member of Armed
    Forces Day committees unti
    1951.
    He had been a charter member
    of Welsh Post, No. 381. since
    1920. The former engineer was
    chairman of the entertainment
    and welcoming committee for
    Mayor Fiorella LaGuardia of
    New York City when the official
    visited the city in June 1938.
    He is survived by his wife,
    Mary A.; a son, Robert, of Lewiston;
    one brother, George, Grosse
    Point, Mich.; and four sisters, Mrs.
    Mary Landers, Mrs. Gertrude
    Monan and Mrs. Estelle Monon,
    all of Buffalo and Mrs. George
    Allen, Mt. Vernon, N.Y. Also one
    grandchild. ,
    Funeral services will be 9 a.m.
    Saturday at the Spallino Funeral
    Home. 1300 Pine Ave., followed
    by a Requiem High Mass at Our
    Lady of Lebanon Church at 9:30
    a.m.
    Burial will be in Gate of Heaven
    cemetery.

    Mrs. Mary. Skimin, 61, of 703
    Walnut Ave., died Sunday (May
    4, 1958) at Memorial Hospital.
    Mrs. Skimin was the widow of
    Jacob Skimin, former engineer
    for the Niagara Falls Public
    Schools.
    Born in Pittston. she had lived
    in this city for 45 years and was
    la retired bookkeeper for the Man-
    ufacturcrs and Traders Trust Co.
    Survivors include one son. Robert
    Skimin, Lewiston; two sisters.
    Mrs. William Hallett, Fort Lauderdale.
    Fla., and Mrs. John West,
    this city; a brother, William J.
    Addison, this city, and two grandchildren.
    Funeral services will be held
    at 8:45 a.m. Wednesday at the
    Spallino Funeral Home and at
    9:15 at St. Mary's Church. Burial
    will be in Gate of Heaven Ccme
    tery.

    William J. Sklmln, 86 yean old
    and a resident of this city for 38
    years, died yesterday in Buffalo
    where he has been making his home
    for 10 years. Mr. Sklmln was a
    former employe of the old Cliff Paper
    company and was well known
    in this city and vicinity. He was
    born in Brantford, Ont., and was
    the husband of the late Margaret
    Skimin.
    Surviving Mr. Skimin are the following
    sons and daughters, Edraond
    J., William A., Jacob V, and Andrew
    J. Skimin and Mrs. Gertrude
    Monan. all of this city; Mrs. P. J.
    Cather and Mrs. Mary Landers, both
    of Buffalo; Mrs. William Monan, of
    Blalsdell; Mrs. G. V. Allen, of
    Mount Vernon, N. Y.; George J. of
    Detroit, Mich., and a sister, Sister
    Mary Margaret of the Holy Redeemer
    of the Precious Blood convent
    in Toronto, Ont.
    Funeral services will be held Friday
    morning at 8:30 o'clock in the
    Rhoney Funeral home, 1124 Ontario
    avenue, and at 0 o'clock in St.
    Teresa's church with burial in Riverdale
    cemetery.

    Mrs W J. Skimin. for twelve years
    a resident of the city, succumbed to a
    stroke of appoplexy at her home. No.
    1023 Ferry avenue, yesterday morning
    at the age. of 60 years. Besides her
    husband she is survived by ten children:
    E. J., William A., Jacob C.. Andrew
    J.. George J., the Misses Mary E.,
    Estellia C. Nettie M. of this city and
    Mrs. J. J. Landers and Mrs. Richard
    Monnn of Buffalo. Mrs. Skimln was a
    sister to the Reverend M. J. Rosa. C
    M.. Niagara University and Miss Mary
    E. Rosa. Funeral will take place on
    Wednesday from St. Mary's church,
    burial to be in Riverdale. Mrs. Skimin
    was born at Nlagara-on-the-Lake and
    was one of the best known women of
    St. Mary's parish.
