  1. 2.  FOLTZ, Charles Austin was born about 1891 in Lockport, Niagara County, NY; died on 3 Aug 1952 in Lockport Memorial Hospital, Lockport, Niagara County, NY.

    A resident of Lockport all his life though his duties with
    the U.S. Immigration and Naturalization Service took him to
    Niagara Falls as well as many other parts of the country. C.
    Austin Foltz. 61. of 245 South Transit St.. died Sunday morning
    at 1:45 at Lockport City Hospital shortly after suffering a heart
    attack at his home. He had been ill for some time with a heart
    condition.
    Mr. Foltz, who had been in the
    Immigration Service 33 years, had
    been officer in charge at the Rainbow,
    Whirlpool Rapids and Queenston-
    Lewiston bridges and the Niagara
    - On - The - Lake - t o - Lewiston
    ferry since September, 1637. His
    first assignment in June. 1919, was
    on a temporary basis as stenographer
    at the Niagara Falls office, ad-
    Joining the Lower Arch bridge, now
    the Whirlpool Rapids bridge. Later
    he was a member of the U. S.
    Border Patrol before his appointment
    as an immigration Inspector.
    Following two years' work
    at the bridges ta the Falls
    district. Mr. Foltz began a long
    period of Investigation which
    took him to Detroit. New York
    City and other sections of the
    Metropolitan New York area,
    Buffalo and Scranton, P l y -
    month and WiIkes-Barre, Pa.
    There he worked on cases of
    alien-smuggling, white-slave racketeering,
    ship-Jumping and count-
    less other immigration law viola-
    tions. In subsequent years he was
    senior officer at the former Falls
    View bridge and in September 1931
    was placed in charge of warrant
    work and prosecutions at the serv-
    ice's district headquarters, Buffalo.
    A period as assistant officer in
    charge at Niagara Falls and of-
    ficer in charge of the Peace
    Bridge, Black Rock and Ft. Erie-
    to-Buffalo ferry followed before his
    appointment to his last post.
    Born in Lockport March 2, 1891,
    Mr. Foltz was the son of the late
    William M. and Anna Louise
    O'Connell Foltz. His father was a
    cigar manufacturer and a former
    Lockport alderman.
    Mr. Foltz attended the old High
    Street and Intermediate Schools
    and received his stenography cer-
    tificate in 1904 from the former
    Ryan Business Institute in Lock-
    port. For a number ofo years he
    worked as a stenographer at the
    office of the Iroquois Gas Corpora-
    tion at Buffalo and the Carbor-
    undum Commpany, Niagara Falls.
    Returning to Lockport, he was in
    charge of the payroll department
    at the Simonds Saw and Steel Com-
    pany plant.
    After a year's service during
    World War I in the United
    states Army at Camp Beaure-
    gard, La., he returned to Si-
    monds for a short time be-
    fore entering the immigration
    service.
    He was a member of B. Leo
    Dolan Post 410, American Legion,
    and an honoraary member of the
    Niagara Falls and Tonawanda Po-
    lice and sheriff's Departments. He
    was a member of the North End
    Athletic club and during his youth
    was a star football and baseball
    player as well as a member of a
    relay racing team.
    Mr. Foltz is survived by his
    wife, Mary E. Blackley Foltz; two
    sons, Charles A. Jr., and Paul;
    five daughters, Mrs. Norman H.
    Bradley, Mrs. John Dodge, Mrs.
    Harold Mosher, Miss Georgene M.
    Foltz, all of Lockport and Mrs.
    Walter F. Shulock, Vero Beach,
    Fla.; also 11 grandchildren and a
    brother, Roger H. Foltz of Lock-
    port.
    Services will be held Wednesday
    at 9 o'clock at Kennedy Funeral
    Home, 122 Walnut St., and 9:30
    at St. Patrick's Church. Burial
    will be in St. Patrick's Cemetery.

    Foltz, 59, of 154 S. Transit St..
    a native of this city and widow
    of C. Austin Foltz, who served
    as officer in charge of immigration
    and naturalization at Niagara
    Falls for many years, died Monday
    (Nov. 12, 1956) at her home
    after a long illness.
    Mrs. Foltz was born here Feb.
    2, 1897, a daughter of George and
    Mary Westerman Blackley.. She
    attended St Patrick's School and
    St. Joseph's Academy. Her husband
    died in 1952.
    Surviving her are two' sons and
    five daughters, Charles A. Foltz,
    Paul Fokz, Mrs. Norman Brady,
    Mrs. John Dodge, Mrs. Harold
    Mosher, Mrs. Robert Costcllo, all
    of Lockport; Mrs. Walter Shulock,
    Vero Beach, Fla.; her mother, Mrs.
    Mary Blackley, Niagara Falls; a
    sister and two brothers, Ma Matthew
    Hanrahan and George F.
    Blackley, both of Niagara Falls,
    and Carl W. Blackley, Lockport.
    There are 15 grandchildren.
    A Requiem Mass will be celebrated
    at 10 a.m. Thursday at SL
    Patrick's Church after prayers at
    9:30 a.m. at the Kennedy Funeral
    Home, 122 Walnut St. Burial will
    be in St. Patrick's Cemetery.

    George M. Blackley. 70. of 1661
    Ontario Ave., Niagara Palls, a
    former resident of this city, died
    today in Lockport City Hospital
    where he had been a patient for
    four days.
    Son of the late Mr. and Mrs
    George Blackley, he was employed
    by the former Oliver Brothers
    bedstead factory and the former
    Fibre Corporation here. He was
    a Republican in politics and had
    worked at the Barge Canal locks
    here before he went to Niagara
    Palls 22 years ago. For 12 years
    prior to his illness he was employed
    at the Niagara Palls city
    garage.
    Surviving are his wife. Mary O.
    Westerman Blackley; two sons,
    Carl W. Blackley. of Lockport, and
    George P. Blackley of Niagara
    Palls; two daughters, Mrs. C. Austin
    Polta, Lockport, and Mrs. Matthew
    J.Hanrahanof Niagara Palls;
    three brothers, John, Robert and
    Charles Blackley: and one sister,
    Mrs. Oscar Wyles all of Lockport
    The funeral will be held Tuesday
    at 6:30 at the Kennedy Funeral
    Home, 122 Walnut St., and at
    9 o'clock at St. Anthony's Church.
    Burial will be in Glenwood Cemetery.

    Mrs. Mary G. Blackley, 86,
    formerly of 39 Harvey Ave.,
    died this morning following a
    long illness.
    Mrs. Blackley was born June
    13, 1877, in Pennsylvania, the
    daughter of William and Elizabeth
    Westerman. She came
    to Lockport as a child and
    lived here until 1923 when she
    went to Niagara Falls. After
    traveling for two or three
    years, she returned to Lockport
    in I960. She was the widow of
    George Blackley, who died in
    1845.
    She is survived by two sons,
    Carl W. of Lockport and George
    F. of Niagara Falls, and one
    daughter. Mrs. Matthew Hanrahan
    of Niagara Falls, 16 grandchildren,
    32 great - grandchildren
    and two great - greatgrandchildren.
    Friends will be received
    at the Joseph M. Kennedy Funeral
    Home, Inc., 122 Walnut St.,
    where funeral services will be
    held at 8:30 a.m. Monday and
    9 a.m. at St. Mary's Church-.
    Burial will be in Glenwood
    Cemetery.
