    Notes:

Laura Herman, 96, of Niagara Falls, NY, passed away on Saturday, February 23, 2019, at Mount St. Mary’s Hospital. Born in Leicester, NY, she was the daughter of the late Alfonso and Calogera (Tirone) Pagano.
Laura was raised in Niagara Falls and attended the New York State School of the Blind in Batavia, NY. On November 5, 1955, she married Herbert Herman at Mt. Carmel Church. Mr. Herman passed away on October 16, 1997 after 41 beloved years together.
Blind from birth, Laura shattered barriers and confounded expectations throughout her life. She was a distinguished and accomplished advocate for the blind from early age. One of her proudest accomplishments came in 1983, when Governor Mario Cuomo visited Niagara Falls. Laura met with him to explain the need for non-vocational retraining for those who lose their eye sight beyond the age of 65. Governor Cuomo was so inspired by their talk that he found $2.25 million dollars for retraining and allocated it into the state budget. The funding is still in place to this day.
Laura was employed as a typist for the Niagara County Department of Social Services for over 40 years until her retirement in 1989. She was a board member and served as past president, as well as secretary of the National Federation of the Blind of New York State Inc. She was a national champion bowler through the Association of Blind Bowlers of America and the founder of the Guiderails Blind Bowling Group in Niagara Falls. She was also a longtime member of the Niagara Chapter of the Federation of the Blind, Slate and Stylus Club and Guiding Lights. She volunteered for many years in the retired and senior volunteer program of Niagara County at HANCI, where she sang with a group of seniors to entertain at local nursing homes. Also, while at HANCI, Laura served as a peer counselor for crime victims and tutored children at Harry Abate Elementary School.
Laura was a devout Catholic and often said she was using the ability God had given her to help others. She was a faithful parishioner and lector at Mt. Carmel Church. In her leisure time, she enjoyed bowling and was an avid reader, but above all she loved being with her family.
Mrs. Herman is survived by her son, Edward A. (Tammy) Herman; her grandchildren, Eric (Alison) Herman and Ryan Herman; her great-granddaughter, Charlotte Laura Herman; three siblings, Antoinette (late Ben) DiBella, John (late Nora) Pagano and Salvatore (Patricia) Pagano, and was predeceased by eight siblings, Anthony (late Ann) Pagano, James (late Carol) Pagano, Charles Pagano, Joseph (late Patricia) Pagano, Peter (late Kyong) Pagano, Richard Pagano and two young sister’s named Mamie Pagano. She is also survived by many nieces and nephews.
Visitation will be on Thursday, February 28th from 3 – 7 P.M. at M.J. COLUCCI & SON NIAGARA FUNERAL CHAPEL, 2730 Military Road, Niagara Falls, NY, where funeral services will begin on Friday at 9:15 A.M., followed by Laura’s Mass of Christian Burial at 10:00 A.M. in Holy Family Parish at Mt Carmel Church, 27thStreet and Independence Avenue, Niagara Falls, NY. Interment will follow in St. Joseph Cemetery.
