    Mrs. Ann Hawelka Bills, 81. died
    yesterday afternoon at the home of
    her daughter. Mrs. Susan Hedges,
    385 Owasco Road. Mrs. Bills was
    born in Germany but lived 75 years
    in this country and 60 of them in the
    Sixtft Ward In this city.
    She is survived by three sons,
    Claude J., William S., and Frank E.
    Bills, all of Auburn; six daughters,
    Mrs. Elisabeth White of New York
    City, Mrs. Susan Hedges of Owasco,
    Mrs. Joseph E. Plckard, Mrs. Pearl
    Reynolds, Mrs. Laura Banks and
    Miss Grace Bills, all of Auburn; 13
    grandchildren and four great grandchildren.
    Services will be held Thursday afternoon
    at 3:30 o'clock' from the
    home of her daughter, Mrs. Susan
    Hedges. Rev. Malcolm MacPhail,
    pastor of the First Presbyterian
    Church officiating.
    Burial will be In. Soule Cemetery,

    Bills, died this morning in Auburn
    City Hospital after a brief
    illness.
    Mr. Bills was born In Auburn
    and resided in this city throughout
    bis life time. He was active
    In Democratic politics here and
    was aldermau of the Sixth Ward
    for two terms. During the administration
    of the late Mayor Mark I Koon
    Mn Bills was assistant city
    superintendent of streets.
    For many years, Mr. Bills was
    employed by the International
    Harvester Company. More recently
    he was assistant engineer at Auburn
    State Prison, retiring about
    two and a half years ago.
    Mr. Bills is survived by his wife,
    Mrs. Julia Hoey Bills; two daughters,
    Mrs. Joseph Wildner and
    Mrs. Edward Ellis, both of Auburn;
    one son, Police Chief Chester
    J. Bills of this city, two granddaughters,
    Beverly and Barbara
    Bills; four sisters, Mrs- Susan B.
    Hedges of Owasco Road, Mrs.
    Harry Pickard of Miami, Fla.,
    Mrs. Raymond Reynolds of
    Attica; Miss Grace Bills of Auburn;
    and by nieces and nephews.
    Funeral services will be held at
    3 o'clock Tuesday afternoon at the
    Langham Funeral Home, 91 East
    Genesee Street. Burial will be in
    Soule Cemetery. Friends have
    been invited to call at 91 East Genesee
    Street from 3 to 5 and 7 to 9
    on Sunday and Monday.

    The funeral of the late Adelbert
    Bills took place from the family re
    dence. No. 90 Lewis street, this morning
    at 8:45 with services at the Holy Family
    church at 9:30 and was very largely at-
    tended. Rev. J. J. Hickey perform
    the burial services and read a requiem
    high mass.
    The flowers were many and beautiful
    among them being a large scroll, from
    the prison officials; pillow, from brother
    of the deceased; anchor, Hawelka fam-
    ily: heart, W. and J, M. McQueeney
    basket, Mame McGan; wreath, Bridgit
    Mabar and Annie Foley; cross, Mr. and
    Mrs. Nagles. The bearers were John
    Callahan, Frank Bohn, Charles Bohn
    Timothy Ryan, James McDonnell and
    Matthew Gazan. Interment was in the
    Joseph's cemetery.

    William S Bills, 64, well known
    resident of the Sixth Ward, died
    early this morning at his home,
    3 1/2 Button Street, as the result
    of a stroke of apoplexy. He had
    been In poor health for the past
    week or more but his condition
    was not deemed serious and he
    was up and around.
    A staunch Democrat in politics,
    Mr. Bills had been an active party
    worker for years and for many
    terms and right up to bis death
    he was committeeman in his district.
    He was an uncle of Police
    Chief Chester J. Bills and as a
    boy and young man resided with
    his parents at the corner of Paul
    and Lansing Street.
    His first employment was with
    the D.M.Osborne Company which
    concern he left to enter the em-
    ploy of the Auburn Publishing
    Company. about the Citizen plant
    he was well liked, always wearing
    a smile and being most loyal. He
    was a friend to all, from the officials
    of the company, down
    through the ranks of the "newsies."
    Some 12 years ago, Mr. Bills
    became an employe of the Bowen
    Products Corporation and was
    with that concern until several
    months ago. He was a familiar figure
    at city, county and state confabs
    of the Democratic Party for
    many years.
    Besides his wife, Mrs. Sarah No-
    Ian Bills, he is survived by two
    daughters, Mrs. Francis E. Burns
    and Miss Lydia Bills; six sisters,
    Mrs. John White, Mrs. Byron
    Hedges, Mrs. Harry Plekard, Mrs.
    Raymond Reynolds, Mrs. Laura
    Banks and Miss Grace Bills; two
    brothers, Claude and Frank Bills,
    all of Auburn/ Funeral services
    will be held at 2:30 o'clock Monday

    126 West Main St., Attica, died
    last night in Wyoming County
    Community Hospital, Warsaw,
    Anna Hawelka Bills. Her hus-
    band, Raymold R. Reynolds,
    died in September, 1961. She had
    lived in Attice for 37 years.
    She is survived by a son,
    Hobart Reynolds of Attica;
    three grandsons; five great-
    grandchildren; two sisters, Mrs.
    Susan Hedges and Miss Grace
    Bills of Auburn.
    She was a member of the
    First United Presbyterian
    Church of Attica.
    Friends may call at the Mar-
    ley Funeral Home, 135 Main St.,

    Mrs. Laura G. Banks. 48, of Auburn,
    was killed late Saturday af-
    ternoon and three others were in-
    jured in a two-car crash on the
    Buffalo road near Canandaigua.
    The injured are: Mrs. Pearl A.
    Reynolds, 55, Attica, driver of the
    car, her sister, Mrs. Josephine E.
    Pickard, 57, of Auburn. Mrs. Rey-
    nolds suffered a fractured leg and
    scalp wound and Mrs. Pickard
    has a fractured nose and bruises
    Slightly injured was Mrs. Dorothy
    Williams, 32, Poughkeepsie, driver,
    of the other car.
    Mrs. Williams had been visiting
    in Buffalo and was driving to New
    York. The Reynolds car, proceed-
    ing west, started to pass a .truck
    on the three-lane highway when
    the Williams car either skidded on
    the wet pavement or got out of
    control and a head-on collision re-
    sulted between the two cars. Cor-
    oner Leon A. Stetson of Canandaigua
    is investigating.

    Funeral services will be held
    at 2 o'clock Tuesday afternoon,
    at the Langham Funeral Home,
    91 East Genesee Street, for Mrs.
    Laura G. Banks, 51, of 386 Owasco
    Road, who was killed in an
    automobile accident late Saturday
    afternoon four miles west of Canandalgua
    on the Buffalo Road.
    Burial will be In Soule Cemetery.
    Rev. Dr. Ralph A. Philbrook will
    officiate. The body of Mrs. Banks
    is at the Langham Funeral Home.
    Mrs. Banks, with two of her
    Maters, Mrs. Pearl A. Reynolds,
    55, of Attica; and Mrs. Josephine
    Pickard. 57, of Owasco Road had
    left Auburn on a vacation trip
    and had reached the vicinity of
    Canandagua when the accident
    happened. Mrs. Banks, for 20
    years a telephone operator at the
    office of the American Locomotive
    Company in this city and
    popular among her associates, was
    the widow of Luther Banks. She
    was an aunt of Police Chief Chester
    J. Bills
    Deputy Sheriff Harold Bacon
    of Ontario County and State
    Trooper N. G. Dean, who investigated
    the accident, were told
    that Mrs. Reynolds was driving
    the car. The officers learned that,
    while the Auburn women were
    endeavoring- to pass a truck, the
    car driven by Mrs. Reynolds collided
    with one. operated by Mrs.
    Dorothy E. Williams. 32, of
    Poughkeepsie.
    Mrs. Banks died soon after the
    accident, apparently as the result
    of a fractured skull. Mrs. Reynolds
    sustained a scalp wound
    and a fracture of the left ankle.
    Mrs. Pickard suffered shock and
    body bruises. Mrs. Williams also
    suffered shock and body bruises.
    They were taken to Thompson Memorial
    Hospital, Canandalgua,
    where they were reported as
    "more comfortable" today.
    Besides Mrs. Reynolds and Mrs.
    Pickard, Mrs. Banks Is survived
    by three other sisters. Mrs.

    Elizabeth A. White and Mrs.
    Susie Hedges of Owasco Road and
    Miss Grace M. Bills of Auburn.
    Also by a brother, Claude J.
    Bills of Auburn; and a granddaughter,
    Ann Elizabeth Guse of
    this city.
    Ontario County officials were
    making a further investigation today
    into the cause of the fatal
    accident.

    Chester J. Bills. 69, of 464 Cayuga
    St., died in Mercy Hospital
    yesterday after an illness of several
    months.
    A native of Auburn, Chief Bills
    had always resided here. He was
    a veteran of World War I and a
    member of W. Mynderse Rice Post
    97, American Legion.
    He was made an honorary life
    member of the New York State
    Association of Police Chiefs, the
    Cayuga Club PBA, and the International
    Association of Police
    Chiefs.
    Chief Bills was a communicant
    of St. Alphonsus Church and a
    member of its Holy Name Society.
    He is survived by his widow,
    Mrs. Augusta Wappler Bills; two
    daughters, Mrs. Thomas F Walsh
    and Mrs. Joseph S Chayka; two
    sisters, Mrs. Joseph Wildner and
    Mrs. Edward Kills; seven grandchildren,
    all of Auburn.
    Services will be at 8:45 a.m

    Home and at 9:15 a.m in St. Alphonsus

    who was appointed a patrolman
    and later promoted to the Detec-
    tive Bureau under the leadership
    and encouragement of Chief Bills
    said today "I am very saddened
    by the news of the death of my
    friend, Chief Chester J. Bills. Chief
    Bills was a friend of the Police-'
    men who served under him and
    was a chief's chief."
    Teletype notices of Chief Bills'
    death went out to all police departments
    in the nation today as
    members of the Auburn Police
    Department and the Cayuga Police
    Benevolent Association entered a
    30-day period of mourning.
    Mr. Bills was appointed chief of
    the Auburn departmen on March
    30, 1929, the 10th anniversary of
    his return to the States after serv-
    ing with the 108th Infantry in
    France.
    Chief Bills was born in Auburn
    on March 25, 1893. He was educat-
    ed in Auburn elementary schools
    and in Auburn Academic High
    School.
    He was appointed a patrolman
    on Aug. 10, 1919 and was assigned
    to duty Sept. 1, 1919. He resigned
    from the force on Dec. 1, 1922.
    On Feb. 15, 1927, he was appointed
    superintendent of supplies
    at Auburn Prison. He filled this
    position until his appointment as
    Chief of the Auburn Police Department
    in 1929.
    Chief Costello said today that
    Chief Bills was a pioneer of modern
    law enforcement During his
    years as chief, he inaugurated
    many crime prevention methods
    which later have been adapted on
    a national scale, Chief Costello
    said of his late superior officer.
    Specifically, Chief Costello noted
    the late chiefs achievements: the
    use of a lie detector to aid in
    crime detection, a project the late
    chief worked on from 1935 until
    1938, and for which he was awarded
    patents;
    Development of a speed control
    device for automobiles, also patented,
    that allows the setting of a
    certain speed on an auto speedometer
    so that a car can not be
    driven at an excessive speed, but
    allows for full motor power even
    though the speed is limited to a
    certain point;
    Collaborated with the Auburn
    Police fingerprint department and
    prepared material for a book on
    latent fingerprint classifications
    giving auburn the distinction of
    obtaining the first criminal con-
    viction in the nation using this
    method of classification.
    Assisted the Auburn department
    in obtaining the first arson con-
    viction of its kind in the nation
    with his work using a spectrogra-
    phic chemical analysis of clothing,
    dust.
    Adapted the first one-way patrol
    radio from headquarters to patrol
    car to be used in the nation, a
    system that was later developed
    into the present communications
    system.
    Instrumental in establishing one
    of the finest firing systems in the
    nation.

    Mrs. Beatrice Bills Ellis,
    widow of Edward R. Ellis of
    98 Franklin Street died
    Friday. December 3.1982 at
    Auburn Memorial Hospital.
    Born in Auburn Mrs. Ellis
    was a life resident. She was
    a retired telephone operator
    having been employed at the
    Auburn office for 50 years.
    Mrs. Ellis was a member of
    the Telephone Pioneers of
    America. Iroquois Chapter.
    She also was a communicant
    of St. Alphonsus
    Church and a member of the
    Rosary and Altar Society.
    Her husband predeceased
    her in May of last year.
    Surviving are: two nieces;
    Mrs. Joseph (Barbara)
    Chayka of Auburn and Mrs.
    Thomas (Beverly) Walsh of
    St. Petersbury. Fla.. also
    several cousins.
    A private Mass of Christian
    Burial will be offered
    Tuesday at the Langham
    Funeral Home. 91 East
    Genesee Street. Rev.
    Clarence Gardner, pastor of
    St. Alphonsus Church, will
    be celebrant. Burial will be
    in Soule Cemetery.
    There will be no calling
    hours and friends are asked
    to contribute to St. Jude's
    Children's Hospital in memory
    of Mrs. Ellis.

    G. Earl Hedges of 106 Franklin
    Street, widely known sportsman
    and manufacturer, died early
    Thursday morning, September 26,
    at Auburn City Hospital.
    Mr. Hedges was an ardent hunter
    and fisherman and was a member
    ot the Cayuga County Sportsmen's.
    Association and the Frontenac
    Rod and Gun Club of Union
    Springs. He was also a member of
    the Industrial Club of Auburn.
    Surviving are his wife, Carolyn
    Hawley Hedges; his mother, Mrs.
    Byron E. Hedges and a brother,
    Byron E. Hedges.
    Funeral services were held at 2
    o'clock Saturday afternoon from
    Langham's Funeral Home, 91 East
    Genesee Street, with Rev. George
    E. Davies of Calvary Presbyterian
    Church officiating. Burial was in
    Fort Hill Cemetery.
    Mrs. Hedges (nee Carolyn Haw-
    ley) is a niece of Mrs. Arthur Aus-
    tin.
    Mrs. Austin was in Auburn, Sat-
    urday, September 28, to attend the
    funeral.
