A native of Blsbee, Ariz., he had lived in this city for 40 years. He was employed for 26. years as an electrician at the DuPont Co. prior to his retirement. He was a past president of the Civil Defense Auxiliary Police, a member of the Retired Men's. Club, Riverdale Rebekah Lodge No. 195, and Niagara. Falls Lodge No. 81, IOOF, which will conduct memorial services at the funeral home at 7 p.m. Sunday. Surviving are his wife, Mrs. Evelyn Price; two daughters, Mrs. Robert Thaler, Youngs - town, and Mrs..Stuart Burger, South Field, Mich,; a son, Harold R. Price, West Haverstraw; a brother, Roy .Price, tHis city; 11 grandchildren and three great grandchildren. Russ, 82, River Rd., Wheatfield, who rose- from the job of handyman at the Carbor- undum Co. here to president and board chairman of N a t i o n a l Grinding Wheel Co.. North Ton- awanda. died yesterday (May 28,. 1957) at his home. He had been in ill health for several months. Born here Dec. 17. 1874, Mr. Russ joined Carborundum in 1896 as a laborer and climbed rapidly, to a managerial position. He is credited with making many im-. provements in early g r i n d i ng wheel manufacture. He went to Dusseldorf, Germany, in 1907 to supervise wheel operations and train new employes for Carborundum's Ger- man plant. _ Mr. Russ left Carborundum in 1923 to reorganize the National Grinding Wheel Co. which then operated in Buffalo. When the plant was moved to North Tonawanda in 1929, he was elected president. He. became chairman of the company in 1951 and con- tinued active in management until his recent illness. Mr. Russ was a long time leader in civic affairs in the village of LaSalle before its incorporation into the city of Niagara Falls in 1927. He was a member of the village board of trustees, president of the village and a member of the LaSalle school board. Mr. Russ was one of the founders of the Carborundum Employes' Benefit Assn. in 1898. He was predeceased by his wife, the former Fredericka Mellenthin. Survivors are Miss Clara M. Russ. who lived with her father, Mrs. George P. Eddy, this city, and three sons, Frederick W., John T. and Arthur A. Russ, all of North Tonawanda. He is'also survived by a brother, Peter J. Russ, Detroit: two sisters, Mrs. Frank H. Taylor, this city, and Mrs. Harry Walters, Lake Worth, Fla., seven grandchildren and 12 great grandchildren. He was a member of LaSalle Zion Lutheran Church, now Grace Lutheran Church; Funeral services will be held at the home Friday at 1 p.m. and at Redeemer Lutheran Church, Fajcsner and T h o m p s o n Sts., North Tonawanda, at 1:30 p.m. The Rev. H. G. Kleiner, pastor, of the church, will officiate. Burial will be in Oakwood Cemetery here. He had suffered a stroke ln Syracuse. N. Y.. on June 8 and had been bedridden since that time. Born near Thorold, Ont.. Mr. Skimin came to this city shortly before the turn of the century and was first associated with the old IRC trolley line between this received a city and Buffalo. He Joined the em- ploy of the New York Central In 1904 and was engineer on the Twen- tieth Century Limited between Buf- falo and Syracuse before his illness. He was a member of St. Mary's of the Cataract church and the Holy Name society of that church. He was also a member of the Knights of columbus and of the Brotherhood of Locomotive Enginemen and Fireman and the Brotherhood of Locomotive Engineers, serving as chief engineer of the latter organization when it was first formed in this city several years ago. He is survived by his wife, Anna C. Skimin, and by two sons, Edmond J. Jr., and Francis J. all of this city and by four brothers, William a., Jacob V., Andrew J. of this city and George J. of Detroit, Mich., and five sisters, Mrs. George V. Born in Niagara Falls, NY, on January 7, 1922 to the late Albert and Helen (Martin) Forsey. Beloved husband of the late Bernice (Williams) Forsey. He was a member of the Bergholz German Band, Bergholz Volunteer Fire Company and an active member of Holy Ghost Lutheran Church in Bergholz. A World War II Veteran, Charles was a Sergeant in the 14th Armored Division, 94th Recon. in Europe. He participated in the Vosges Mountain Campaign where he was wounded and awarded the Purple Heart. After returning from the war he worked at Olin Chemical as a machinist for 42 years. Charles was a member of the Wheatfield Republican Club, American Legion Post 1451, VFW Post 54, and Military Order of the Purple Heart John Paul Bobo Chapter 264, where he served as treasurer for several years. He loved playing euchre, softball, bowling, and being with family. He is survived by five children, Richard (Colleen), Robert (Marsha), James, Marilyn (Andrew) Dawe, and Carol (Scott) Meisner; 11 grandchildren, and 16 great-grandchildren; sisters-in-law, Olive Chaddock, Elaine (Alvin) Eichin of Titusville, Florida and June (Myron) Stenzel of Niagara Falls; numerous nieces, nephews and cousins. Charles was predeceased by his brother, Albert, Jr.; and sisters-in-law, Norma and Sheila Forsey. Woodley, 85, d i e d Monday (Jan. 9, 1967) at her home, 421 Walnut Ave. Eventual Cayuga Creek Cleanup Is Envisioned by City Council The City Council, using the old Chinese maxim "the journey of a thousand mites begins with a single step," started the long trip toward cleaning up Cayuga Creek Monday. The smelly, sewage filled waterway, always on the Council's list of things to do but usually the subject of talk only, was one of the main topics in a work sssion at City Hall that resulted in positive personnel action. Building, Housing and Rehabilitation Director Guy L. Forcucci told the Council improper sewage connections to municipal storm, sewers and 'the creek itself are the main causes of pollution. Some 1.500 LaSalle area connections violating city "sewer ordinances are thought to exist. To carry out an ordinance enforcement program, the director said, seventeer new staffers would be needed. The Council gave him one. it it ft Actually, the informal Counciil agreement-to be ratified at next Monday's meetingwas not as ineffectual as it sounds. Mr. Forcucci said four j o u rneymen plumbers, or their equivalents, would be needed to head twelve crewmen that would be employed from the Neighborhood Youth Corps. When asked what the enforcement program would consist of, he said the crew leaders would dump dye in homeowners' toilets while the youth workers wait at' sewer connections to se whic'.. house is hooked to which main. Mario Pirastru, director of the Neighborhood Y o u t h. Corps, indicated you* workers could be made available (** the .program, but Councilman Gerard J. LaPointe asked' if their employment would cause friction with the plumbers' union. Councilman William M. Paterson, who is also business agent for Plumbers & Steamfitters Local 129, said "I don't anticipate 'any problem' if youth corps workers are employed." He a g r e e d with Mayor E. Dent Lackey's contention that plumbers will welcome the inspections "because ft ft it eventually it will create more work than they can handle in new sewer connections." Mr. Paterson cauti o n e d "you really need a master diplomat for these jobs; someone who knows what he's doing, because you're going to get a big reaction from people out there." According to Mr. Forcucci, the elimination of untreated waste into the creek will only be achieved through installation of sanitary sewers where they are presently lacking. He said an effort "of this magnitude cannot be initiated with a crash program attitude," and said it will take "patience, pefserverance and determination" to clean up the creek. Even with a full staff, he said, it will probably take two years just to serve notices of violation. Mr, Finley was manager of the Burt Cold Storage Co. for many years and retired in 1959 as manager of the Gasport Storage Co. Mr. Palmer was born May 20, 1890, in. Batavia son of Charles a n d Emma Rutter Palmer. In 1914 he moved to Medina and later moved to this community. He had been in ill health for seven years and moved from here to Lockport last month. Mr. Palmer was a member of St. Michael's Lutheran Church, Wolcottsville. Surviving are his widow, Mrs. Dora Tryloff Palmer; two sons, Howard E. 13648 | Niagara Gazette - 1/11/1968 LOCKPORT-Guy W. Baldwin, 89, of 578 Walnut St., died today after a two-month illness. He was born Sept. 20. 1878. in Lacqui Tarle. Minn., the son of Edwin and Emma Ferguson Baldwin. He lived in Lockport for more than half a century and was graduated from Lockport High School. He-also attended business college before he became associated with the Stewart Construction Co. and while employed by them, he served in France attached with the U.S. Army. Upon his return in 1920 he became a self-em- ployed carpenter, retiring 20 years ago. Mr. Baldwin was a member of Lockport Lodge 73 F & AM, was a former trustee and former deacon of the Plymouth United Church of Christ. He is survived by his -wife,, Dorothy E. Harrington Bald- win; a son, Edwin B. Baldwin of Lockport; a nephew and several nieces.
